Lt. Col. writes to Eustis, St. Augustine, Fla., to Col. Gasden regarding yellow fever among troops at St. Augustine and Fort St. Marks, and charges of "negro stealing" against and imprisonment of Capt. John R. Bell. James Monroe has annotated the letter with a statement that Bell's actions were authorized by Gen. Andrew Jackson.
